    July’s story was geography, with entries landing across eleven European home states. August did the opposite and went vertical, because every MiCA entry dated in the month came from one country, three Dubai licenses landed on one day for one activity, and the most interesting single record was an infrastructure bank rather than an exchange.

    A German MiCA register entry, a Dubai broker-dealer license, a Bermuda Class T license, a Japanese exchange-provider registration and a Canadian AML registration are different legal instruments with different legal effects, and they should not be combined into one total.

    MiCA Went All-German

    Ten entries carried August dates in ESMA’s register and every one named Germany as its home state. Nine of them are cooperative banks, VBU Volksbank im Unterland, VR-Bank Erding, Volksbank Beilstein-Ilsfeld-Abstatt, Raiffeisenbank Aidlingen, Volksbank Euskirchen, Ihre Volksbank Neckar Odenwald Main Tauber, VR-Bank Mittelfranken Mitte, VR Bank Ried-Überwald and Volksbank Backnang, and each of the nine is recorded with a single permitted service, the execution of client orders.

    None of those nine entries carries custody, exchange or permission to operate a trading platform. Each of the nine cooperative banks is recorded only for execution of client orders. Their entries do not include custody, exchange, transfers or operation of a trading platform, and the register does not identify who provides those additional services.

    Deutsche WertpapierService Bank AG, better known as dwpbank, is recorded with four services, custody and administration of crypto-assets, exchange of crypto-assets for funds, exchange of crypto-assets for other crypto-assets, and transfers. When put next to nine execution-only banks, it implies servicing and infrastructure (rather than distribution point), and it is the kind of entry that sits underneath other institutions and not retail customers.

    It begs the question as to what is driving this pattern.

    Dubai Split Licenses From Conditional Approvals

    Three firms received full VASP licenses. DIMENT VA Exchange Services DMCC, trading as DVA, ARP Digital FZCO and Flowdesk Omega FZE all took theirs on August 7, and all three cover broker-dealer services.

    Three others received in-principle approvals, with WUBU FZCO for broker-dealer services, Cregis Custody FZE for custody, and Davensi AM FZCO for management and investment services alongside broker-dealer services. An in-principle approval is conditional, and VARA does not allow the holder to begin regulated virtual asset activity or serve clients before the full license is granted. 

    Bermuda Cleared a Derivatives Venue

    Five digital asset business licenses became effective in Bermuda during August, four Class M and one Class T, and the Class T is the one worth the attention.

    24X Bermuda Limited took its Class T on August 5, with scope covering operation of a digital asset exchange, operation of a digital asset derivatives exchange and digital asset services vendor activity. A derivatives venue is a different animal from a spot exchange, and Bermuda writing it into a single class license is the sort of thing that shows up in a register long before it shows up in coverage.

    The four Class M licenses went to Haycen Bermuda Limited, Meli ISA Ltd. and Meli ISAC Ltd. on August 18, and Nest nONRE ISA Ltd. on August 25. Class M and Class T are separate instruments with different scope, so a flat count of five says less than the class labels do.

    Nomura’s Laser Digital Entered Japan’s Register

    Japan’s Financial Services Agency registered Laser Digital Japan Co., Ltd. as a crypto-asset exchange service provider on August 21. The entry lists six supported assets, BTC, ETH, XRP, BCH, LTC and SHIB.

    Laser Digital Japan sits inside Laser Digital Holdings, Nomura’s digital asset subsidiary, putting a company backed by one of Japan’s largest financial groups on the same register as the country’s retail exchanges. The register lists six assets and does not explain whether that reflects a launch strategy or the eventual breadth of the offering.

    The Canada Numbers

    FINTRAC’s register carried 211 distinct MSB registrations with August initial-registration dates in the snapshot available at the end of the month. Of those, 171 currently list virtual currency among their services and 40 do not, which puts virtual currency in 81.0% of the August cohort.

    Against the register as a whole, that cohort equals 7.5% of the 2,109 registrations that are both marked registered and listing virtual currency. This is the cohort’s share of the current register rather than a 7.5% monthly growth rate, and the two get confused constantly.

    Familiar names appear in the August cohort, including Crossmint Canada, SCRYPT Financial, WEEX, Klasha Technologies and Quidax Technologies, along with a numbered company linked to shakepay.com. Some records are renewals or replacements, so the right word is registrations and not 171 new crypto companies.

    Smaller Register Moves

    Georgia’s National Bank added Laonor to its VASP register on August 26.

    Uzbekistan’s National Agency of Perspective Projects licensed NAQD-EX as a crypto store under license CS #0019 on August 6.

    Russia’s central bank added the St Petersburg International Mercantile Exchange, SPIMEX, to its register of information system operators for issuing digital financial assets on August 20. A register entry is a permission to operate that kind of platform and not evidence that a market is live.

    Argentina’s CNV register indicates an entity migration behind TruBit: Galactic Assets S.A. was added as PSAV number 171 on August 26, while the former Galactic Holdings Inc. entry was removed. The register therefore shows a change in the legal entity behind the existing brand, not a new exchange entering Argentina.

    Twenty August-dated MSB filings also appear in the American FinCEN register. They stay out of any crypto count here, because FinCEN’s register carries no crypto-specific activity category and an MSB filing is not approval or licensing.

    What to Watch in September

    Whether the German cooperative banks stay at execution-only is the first thing, since a bank that extends into custody or exchange would change what this run of entries means. Whether any other home state reappears in the MiCA register is the second, because one month of a single country is a data point and two is a pattern. Dubai’s split between full licenses and in-principle approvals is worth tracking as those three conditional approvals either convert or do not. And 24X’s Class T gives Bermuda a derivatives venue on paper, so the question for the coming months is what gets built on it.

    Scope and Methodology

    This edition covers regulator records carrying dates from August 1 through August 31, 2026, as available at the cutoff. It draws on ESMA, FINTRAC, FinCEN, the Bermuda Monetary Authority, Dubai’s VARA, Japan’s Financial Services Agency, the National Bank of Georgia, Uzbekistan’s National Agency of Perspective Projects, the Bank of Russia and Argentina’s CNV. These are selected registers rather than every regulator worldwide, so the figures describe what these sources published and are not a global total.

    Different instruments are never added together. A MiCA register entry, a VARA license, a VARA in-principle approval, a Bermuda Class M or Class T license, a Japanese exchange-provider registration and a FINTRAC MSB registration each carry a different legal effect, and combining them into a single monthly number would misstate all of them.

    Register dates are read according to their source. ESMA publishes an authorization or notification date, VARA publishes a license issue date, the BMA publishes an effective date and FINTRAC publishes an initial registration date. None of them is automatically the date a business started trading.

    Regulators publish, amend and backfill on their own schedules, so a later snapshot can revise any monthly cohort, including this one. Legal entity names are used where precision decides the meaning, and brand names where they help a reader recognize the company.

    Is every entry in this edition a crypto license?  +

    No. This edition covers licenses, MiCA authorization and notification entries, conditional in-principle approvals, and AML registrations. Each has a different legal effect, which is why they are listed separately and never summed into one figure.

    Can a company operate in Dubai with only a VARA in-principle approval?  +

    No. An in-principle approval is a conditional step in the process. VARA requires the full VASP license before a firm conducts regulated virtual asset activity or serves clients, so an in-principle approval signals progress and nothing more.

    What does execution-only MiCA scope allow?  +

    Who regulates crypto companies under MiCA? +

    Does FINTRAC license crypto companies in Canada? +

    No. FINTRAC registers money services businesses under Canada’s anti-money-laundering framework. Registration creates reporting and record-keeping obligations, but it is not a crypto license, endorsement or approval of the company’s products.

    What is the difference between a crypto license and a crypto registration? +
