Advocacy group Stand With Crypto (SWC) counted 222 House winners and 19 Senate winners it rates “pro-crypto” in its unofficial election scorecard dated November 4.

    • SWC listed 222 pro-crypto and 106 anti-crypto House winners, plus 19 pro-crypto and eight anti-crypto Senate winners.
    • The tally showed 384 of 435 House races and 33 of 35 Senate races called, with results unofficial until certified.
    • The House passed the CLARITY Act 294-134 on July 17, 2025, according to the House clerk’s roll call.

What the Stand With Crypto scorecard shows

SWC, a crypto advocacy group, marked its tally as updated at 9 a.m. ET on November 4. It credits Decision Desk HQ for results and says they remain unofficial until certified.

The pro-crypto and anti-crypto totals are smaller than the number of called races shown for each chamber. The labels reflect SWC’s own ratings, not neutral classifications. The headline scorecard gives no party breakdown of pro-crypto winners.

The scorecard counts winning candidates, not votes on a CLARITY text. It cannot establish enactment or a timetable for the bill. Senate counts cover election races, not all sitting senators.

The Associated Press reported on November 4 that Democrats had won the House and taken unified control of Congress.

CLARITY Act backers among SWC’s named winners

In a congratulatory thread, SWC highlighted endorsed candidates it said had won. It congratulated Mark Messmer in Indiana’s 8th District and Riley Moore in West Virginia’s 2nd District, describing both as co-sponsors of the CLARITY Act.

The House clerk’s roll call records both voting yes when the House passed CLARITY on July 17, 2025. SWC also congratulated Eugene Vindman in Virginia’s 7th District, saying he had backed CLARITY and the GENIUS Act. He also appears as a yes vote.

SWC said Janelle Stelson won Pennsylvania’s 10th District and had expressed support for CLARITY and GENIUS.

    Senate hurdles for CLARITY remain

The clerk’s record shows the 2025 House vote drew 216 Republicans and 78 Democrats in favor, indicating cross-party support in that chamber. CryptoSlate reported before the election that CLARITY failed a Senate procedural hurdle in September, with disagreements over banking risks, stablecoin rewards and customer protections.

The named winners’ positions do not settle those disagreements, and SWC’s ratings do not establish a voting coalition for passage.
